Ok so I just want to understand that even if Tmobile does not allow tethering if I have the data plan but not the new tethering plan I can still use the tether app b/c it works off my data plan and I only pay the cost of the app

Yes you are understanding it correctly. Just don't go crazy with things like YouTube,
heavy streaming and the like and you will be fine. Excessive data usage will
probably set off red flags for your carrier.

I don't know why tether does not seem to work for me even if I have data plan and have put APN correctly the trail does not connect so I guess the paid version won't do either.
