I've used QL for a year and a half, and the only additional charge was $1.99 for a major upgrade more than a year ago.

Can Quicklaunch be set to do a battery pull at a certain time like Quickpull can ?

No, it cannot be set to reboot, but it is very easy to reboot it when you want...
