Is quicklaunch not available for us with an 8520 running os 4.6??

That's a good question..........I was going to say yes because I installed QL 2.18 about 2 weeks ago on someone's BB-8330 running 4.5.

But I double checked the App Store and it indicates for BB-85xx 5.0.

Someone smarter than me should answer.

I did a little more looking around and I didn't find any help......

To me it looks like the best option might be to upgrade to OS 5.0.x.xxx

I'm running 4.6OS and am curious too as I do not expect Sprint to release 5.0OS for us anytime soon.
