I've been playing with an HTC HD2 over the last few days, and whilst it's not a patch on the Storm for ease of use, it does have some handy features, one of which being the option to restrict your outgoing caller ID to contacts only, so that calling a number not in your contacts will not display your phone number to the person you are calling. I would find this extremely useful, if someone would be so kind as to create an app for it - or is there one already?
best bet is to ask the developer of quicklaunch or shortcutme. They can most likely create a toggle switch to enable/disable the restricted call settings.
