You have to be added to the BES server I believe if you want BES.
If you just want to receive email and not be on BES, you can get it poped or imaped to your phone. I have my novell school email sent to my phone, and that's a corporate type email.

If your device only gives you the option for BES then your device is provisioned purely for BES, you will need to contact your service provider to re-provision it for BIS or for dual BES/BIS provisioning.

When the 9000 was launched you had to either buy a BES or BIS device, this has since changed, but doing the above should cure the problem.

You may need to do a hard reset to get it to recognise the changes.

Yep. You need to get the correct BlackBerry Data Plan (BIS) from your phone service carrier in order to get the PERSONAL email set up option.

Doesn't matter where the phone is originally from, if you are using an Orange sim card then you can give them a call.

Yes, it doesn't matter where the phone came from. Your carrier will add the data feature once you pay for it from them.

You will NOT be able to get push email and other BlackBerry Data features without the BlackBerry Internet Service add-on from your current phone service provider.
