Not sure about your file path but I don't seem to have any issues with it... Options> Security Options> Security Wipe, I then get a choice of things to check off to have wiped, "User Installed Applications" is one of them.
This won't get rid of the .699 OS that's on your phone though. It will wipe all your settings, and personal stuff off but leave the 5.0.0.699 OS.
If you want to do a complete wipe (507 error) you need to use a program like BBSAK or JL_Cmder then you can load a new OS. If you're just looking to upgrade or downgrade your OS doing a simple search will get you the instructions.
