I've downloaded movies onto my SD card. Seems the only way I can access is by going into the settings and selecting storage and then open from there. Plays fine on the phone, but does not allow me the option to share with smartview to play on my tv. I can play video and pictures taken by the phone on my tv.

If you have a smart TV, you can you use screen mirroring to cast your screen to your TV. Two-finger swipe from the top to get the quick setting menu, tap on Cast screen.

Sure that your TV is able to do screen mirroring? Try switching WiFi frequency band as well. Set the frequency on your phone to both 2.4GHz and 5GHz.
