Hi, hope anyone can help me, when i scroll down The notification screen. And press The "sound" icon its turns to vibrate, when i touch it again. Its turns to silent. So my guess was. If i touch it again it would Change back to sound.. but i doesnt do that. It keeps saying its in "do not disturb mode" but when i turn that one off. Its Just switches to vibrate again... The Only way is to press The volume buttons on The side.. is This right? That The Only way?

Looks right. I generally use the volume button. Volume down puts the phone in vibrate only, then press down once more to mute completely. Press up to reverse.

It's not normal. I think it's a problem with software because it doesn't happen in any other device or brand I know.

Yes, in all android phones (and different ROMs) I have seen, this can be set up as the OP wants, it might be worth pointing it out to BB so they fix it.

Use the Ring Volume shortcut provided. Tap it once, it sets to vibrate. Tap it again, it turns off vibrate as well. Tap it once more, it turns the sound back on. The only catch is that previous volume level is not preserved. You will need to adjust the volume. BlackBerry makes it easier by providing an on-screen volume slider.
