I'm just curious about how the licensed handsets are going to work. Does the DTEK50 have hardware key injection that is checked on boot? Root of trust?

Or is this something that might be lost due to the most recent announcement? That third parties will design and manufacture BlackBerry handsets.

According to Chen It's down to the licensee - the underlying tech is what's build into qualcomm chips anyway - there is nothing special about that. What the licensee has to decide if it wants to pay the money to pay for the keys that Blackberry generates using its (unique and obscure) key generation process.

If they don't want to bother, they don't have to.
