    I just bought an old blackberry phone.

    Curve 9360
    PIN: 2ACFABF3
    IMEI: 352631.***** edited

    I want to use the BIS service but the operator just told me that the PIN is already registered at some different operator and you have to release the pin from there.

    But the operator they are telling does not exists, may be the phone was unlocked by some means in the past.

    So I need to change the PIN and IMEI of my phone.
    Please help me in this.

    As far as I know, legally, you can't change the IMEI - its part of the regulation that allows the phone to be sold in a country.

    BlackBerry does the same by locking down the PIN. Which, I also believe, cannot be changed.

    i though BB Pin for every Blackberry smartphones out there are different from each other? or unique in a more simple explanation.

    The Technical department for your carrier is supposed to be able to activate the IMEI on PBPSC anyways. At least Rogers and ATT can, they have internal processes for this. My guess is that the agent you were speaking to was just plain lazy. Now grant you, if the PIN was reported stolen to BlackBerry directly via carrier process, then there is nothing for you to do other than try and get the seller to take the device back for refund.
