a good photo editing program....gimp is a free one but photoshop is a tad better if you can get you hands on one, and just read tutorials on theme building since every device is different you need to resize things like wallpapers and icons to accomadate the properties for that device

You don't need photoshop. try the Phoenix editor at Welcome to Aviary

You can create your custom banners/textures/dialog bits and backgrounds there for free. It's a very good web app. (free also)

As for icons, you can edit them there as well, but Gimp is actually decent for the icon work.
