You're sure you've checked all of your settings? Because one thing I've noticed about BB phones is their likeness to overlap settings. First, check EVERY profile you have, and see if maybe it's off, or if it says 'vibrate in holster only' (not quothed). Also check the general audio settings.
Basically, any setting that could possibly be of any use. If nothing, I do ultimately suggest saving your things somewhere else, and doing a factory reset. (Settings>advanced>wipe device) I wiped mine, and it solved all of my problems
