Assigning the IMEI on the billing system doesn't matter. "Unknown" phones can be assigned with any smartphone data feature.
As long as you have the MMS client and MMS transport, and other AT&T service books, all that may need to be done is to confirm your APN settings. On my old Storm, I had to alternate between blackberry.net and wap.cingular, seemingly at random for different services (media streaming, web browsing, et cetera).
Tier 2 support can check to make sure your BIS account is straight, and that your BlackBerry is correctly assigned with RIM services.
But that usually happens automatically. Unless your PIN is attached to a suspended BlackBerry account.
