First things first. With the phone turned on remove the battery. Wait 60 seconds or so. Reinstall the battery.

If that fails come back with more information. Water damage? Dropped?

Has the device been exposed to any moisture at all? Even a little tiny bit?

Time for a new device.

Reinstalling the software won't fix damaged hardware.

take it apart as much as you can and put in something big enough to fit in, fill the hole thing with rice. leave it there for 2-3 days, after that try to reassemble and check out if it's working. for some people this method worked after they dropped their Berrys into water.
