Not sure what you mean by fitting into the resizer? What version of Photoshop are you using?

When I do fixed image to 48x36px the bigger 48x48 icons don't fit in is there any way to blow up the little icons or decrease the bigger ones to fit perfect into the the 48x36 scale?

Again, confused by the lingo. "fit into the scale". I don't get that. Never upsize icons, they'll distort. You can downsize them however. What I do is for example, go into the Plazmic samples folder and in the 320x240 subfolder there are all the dimension and precision icons sized at 52x52. Open in Photoshop and simply change image size to 48x36. If you use Photoshop 7.0, you can batch edit the entire folder of icons at once.

If I'm understanding correctly, your problem is that the width to height ration on the icons you are resizing is different than the ratio you need for the 48x36 icons.

The only "good" way to do that would be to resize the 48x48 icons to 36x36, and then overlay them into a 48x36 square with a transparent background.
