OK, I'll admit this is no biggie, just struck me as rather odd.

I am currently on OS 4.2.2.194 on the 8310 (No I don't want to upgrade so let's leave those
suggestions aside, been there, done that).
For the longest time I would open DM, connect the phone,
do what I need to do and close it.

As of today whenever I opened DM it would only show my 3rd party apps and
none of the core apps. The only way I could correct this was by putting the
    vendor.xml file back.

The OS is not from my carrier so I am somewhat confused as to why suddenly
I need this file when I never needed it before. Any ideas?

That's really funky. Since it's another carriers OS, have tried uninstalling and reinstalling the OS in windows?

Yeah I did. That was my first thought. I uninstalled DM and the OS
restarted the PC and reset the phone. But all of a sudden I seem to
have to have that file in place. Weird.

No. I have not changed either on this computer in months.
Funny thing is I just went upstairs to check it. Same DM and OS
with NO vendor.xml file and that one works as expected.

Maybe it's Windows. It is definitely weird.

This situation (it isn't really a problem, just a nuisance) is caused by letting RIM attempt to upgrade your OS. If you try to let them upgrade you, they install an Updater program on your PC and from then on you get the message Angel describes. If you click Ok, it will eventually tell you there is no new OS. It took me a while to figure out what I'd done to cause it to start happening.

The situation AG is describing doesn't fit that scenario. I don't know what that's about.

Mine does this with 4.6. Haven't tried 4.7. What I have actually been meaning to do is uninstall the TMO OS 4.5, which is the version Jeff is alluding to, and go back to the far east .81 or up to .102.
