Default Trouble with OS load on 8320

I haven't found a solution yet so I am seeking advice. I have a 8320 with OS 4.5.0.42 and I've downloaded the AT&T newest OS for the 8320. I've removed the vendor id file and have used the app loader directly and it seems to download but the version number remains the same as before on the about screen. As if it never downloaded the new version.
It was unlocked and purchased with the unlock so I don't know the complete history of the phone. I know the phone number doesn't match the actual sim phone number when viewed in DM and I haven't been able to see where the old number is stored. I've checked the advanced options sim and the correct number is there so it much be another place.
Any ideas?
