Who rates the members on Crackberry.com? Do the Crackberry Titles get appointed as to the number of posts a member puts on the site?

Yes the titles are given for the amount of posts you do on this site.

Yes, and posts in the "Off Topic" area don't add up in your count. You have to earn your title in the trenches!

Honestly folks, posts counts are truly irrelevant. What matters is
what you do with those posts. Sure, I have spent some (OK more
than a few posts) arguing with people. (Those I am not proud of).
And quite a few socializing with some of my favorites
But the majority, I think, have been trying to be helpful to those
who are just as lost as I was when I got my first BB.
Important thing is to participate and contribute as much as
possible. There are people here with post counts less than 100
that are just as valuable as someone with 5000. No matter what

I spend most of my time on wap plugging away, answering the questions I can answer. Everytime I visit on my laptop, I'm amazed. I guess I could have a lot more posts if I hung out welcoming newbies, but that's not very satisfying. I love it when someone says thanks.
