The MEID that comes with the phone would be used.

MEIDs are the replacements for ESNs since ESNs have essentially run out.

Same rules apply to MEIDs as apply to ESNs. You can't legally clone the MEID either.

And you can't put an MEID on an ESN device.

Then how does metro pcs and cricket add phones to there network from other networks and asign them new mobile id numbers?

You take the phone to the carrier you want it to work with, and they handle it from there. You don't seem to want to do that, and any other option isn't going to be covered here.
