ISP Question????

I've got a question that no one can seem to answer. I must go to a website that appears to be semi ISP dependent, for location and language etc... I can change the location so that the information provided is correct for my location, however it displays it in Canadian! (ha, ha)
Weather and measure in celisus and metric, even though I reside south of the border and use farenheit and SAE measurements.

Appears that the BIS server is located in Canada so the ISP overides all my settings, I have contacted the webmaster/site administrator, and they say contact blackberry, they say contact the site admin. So anyone else ever sought a solution to this problem? Ideas, willing to try them all.
