I finally figured it out! I know others have but I could never get it to work. I can now sync outlook with the blackberry on BIS without an exchange server. It is a very roundabout way but it works. I did not want to go through the process of changing email accounts and notifying everyone. I originally tried adding the IMAP gmail account in blackberry settings but the sync did not work. I found that you have to use the mobile client which can be downloaded from gmail.

I set up an IMAP gmail account.
I added the gmail mobile client to my blackberry and added the gmail account
I set up the IMAP gmail account in outlook (I am using 2007).

Outlook and gmail sync nicely.

I created a rule to forward all my email messages (those on my regular email account, which in my case is bellsouth) to forward to the gmail account.
