Hey Bill. I will try to answer some of your questions as best I can and hope it's helpful. There isn't a lot that you will be able to do without a data plan as BlackBerry's are designed for communication. Pdf files are usually only viewable as an email attachment unless you have the full version of Documents To Go installed which allows viewing of pdf files that have been saved to the device. If you don't have it, its available in app world but the you will need a data plan to get it.
I am not sure about needing a data plan to connect through wifi because I have an 8330 that doesn't have wifi, so someone else with your model may be able to answer that.
With the sim installed you can make calls and probably text but that's pretty much all you will be able to do. You won't be able to use most apps, blackberry messenger, instant message clients, email , facebook, etc. without the data plan, although again I am not sure what will be usable over wifi.
