BB 8320 unable to connect to BB service

I recently bought a BB 8320, the wifi wasnt working at first but this morning i activated the bb plan on the Digicel network in Jamaica and it is now picking up various wifi signals... but when i tell the phone to host routing table (as instructed by a customer care rep) it still says *no entries* i have done this many times and done too many battery pulls and the phone still hasnt recieved the necessary service books for the browser and other apps

P.S: One of the reps said the phone's data services may still be locked to the network abroad...wtf?
