I have been out with no means of recharging my battery and it has completely discharged a few times. Both times it has taken appx 20 minutes to get the phone to even turn on. After turning it on I have the hourglass icon for at least 5 minutes. Is this normal?
It is, and you should be trying real hard not to get down too low in charge, especially the fully discharged state.
It's better to plug your BB in to charge whenever possible, rather than let it get low. In the long run, your battery life will suffer from the full discharges it has been subjected to.

Since you have no means to charge when you are out, you should invest in a spare battery. It's better to swap in the spare, fully charged battery when the battery gets down to about 30 percent.
