I dont know if this is an problem or not but, just to be on the safe side.
I think my phone needs to be unlocked but when i try to ring and text someone it says autharization failure (Sorry for Spelling, Its something along those lines) And in the top right Corner it has an Arrow Pointing either Side.

So i called T-mobile to try help me, they said it needs to be unlocked. I checked the phones IMEI Number and it said its not been blocked and It's Fine.

Does it need to be unlocked or is it something else?

If they told you it needs to be unlocked that probably means it's an AT&T phone and if it's unlocked, then it can be used on T-Mobile.

An unlocked 9300 from AT&T can be used on T-Mobile. It just will only get 2G (EDGE), not 3G.
