    This refers to this problem KB13016-Unable to send or receive PIN messages from users who are not in the same BlackBerry domain

    I am not able to download/access Blackberry Enterprise Server because I have no download for it.

    Is there any other way to disable the peer-to-peer encryption so that I can actually use BBM and add people?

    Are you on a BIS or BES?

    If you are on a BES, have you talked to your administrator?

    If you are not a BES, then that KB article doesn't apply. So do you have a BlackBerry Data Plan?

    I am on PAYG Vodafone but I bought this phone online. This phone is for my own personal usage.

    OK. You need to contact Vodaphone and ask them for a BlackBerry Data Plan (BIS). You will not be able to use BlackBerry Data features such as BlackBerry Messenger without the proper data plan.
