Hey I have a 9300 that says its unlocked but won't accept my new sim. It was locked to O2 and I am trying to go to Bell... I have tried everything!! Please help!!!

How do you know it's unlocked? Did you do it yourself?

check your phone is unlocked by going options>device>advanced settings>sim card then type "mepd" if you are unlocked the settings should be disabled if not the phone isn't unlocked. If it is unlocked then it could be a sim card issue try it in another phone that is unlocked or on the network.
