AT&T has always been that way. When I used a 9000 over 3 years ago, it was the same case. I always installed another carrier's official version, a leaked version, or a hybrid.
This question always comes up and the answer is always the same. There is nothing special about an ATT release. Nothing. It's as likely to degrade your phone as fix or improve anything, and you might get more features from a non-ATT build (NFC, hotspot, male enhancement...).

AT&T is NOT taking a long time, they are likely not going to have a update, period!
These updates cost BIG money and in case you have not been to the AT&T store lately, they have kinda "moved on" and the 9900 is getting near to end of life.
As other have said, and I know your have read it, down loan any carrier's version of the software you think you need and it will work fine! You are waiting for what is not even on the way!
