I get this also with some people. Not sure if it is on their end or mine since it isn't with everyone.

Sometimes this has to do with combination of network and the phones. So, it is hard to pin point sometimes. Did other people you call with phones that not on BIS network said the same thing? Like let's say a friend with a Windows Phone or even older BB device?

Seems it is mostly people with dumb cell phones for me at least.
