If you're running one of the leaked OS7.1 builds and it's not working, there's really only 2 reasons why...

Either Orange are blocking the feature, or you need to call them and add a tethering pack to your plan.

If Orange are blocking it, and there's not even an icon for Mobile Hotspot, then there's nothing you can do.

OK, I've done a bit of research and Mobile Hotspot works fine for Orange UK users, so it's definitely not being blocked.

Try re-registering your phone (Options > Device > Advanced System Settings > Host Routing Table > (Menu) Register Now).

After you receive the confirmation message, try the Hotspot feature again.
