Do you have a BIS data plan on your device? You won't be able to register your device on the network unless you have the BIS account. A standard data plan is not sufficient, it must be a BIS data plan.
I'd call your carrier and make sure your device is properly provisioned... They may have to resend the service books to your device since you can't access the e-mail settings application. It should automatically register on the network whenever you host the routing table...
