Two exact phones in my household, Bold 9900's, how come mobile hotspot shows up on one phone and doesn't on the other? How do I add Mobile hotspot to the phone without?

Is the one without hotspot running OS7.1? Are they both on the same carrier?

are they both on the same network and same os.. some carriers dont have mobile hotspot and some after upgrading to 7.1 have disabled the feature.. try link below if doesnt help is because carrier is blocking the feature
