This refers to this problem KB13016-Unable to send or receive PIN messages from users who are not in the same BlackBerry domain
I am not able to download/access Blackberry Enterprise Server because I have no download for it.

Do you have a Blackberry specific data plan? BBm will not work with a standard data plan. Are you on BIS or BES? Call your carrier.
