Yes, you need a BlackBerry data plan to access BIS which is what internet, BBM, Email all use to connect to RIM's servers.

I do not have a bb data plan, my carrier Rogers has a 27 dollar plan that includes unlimited texting and bbm no data.

BBM does use data and you will require a suitable plan from your carrier in order to use it.

Your profile does not indicate which carrier you have. If you're with T-Mobile, you will be able to use BBM without a data plan if you have an unlimited text plan in about 10 days or so.

I think the issue is being slightly clouded here now that some carriers are including BBM in their text plans.

BBM NEEDS data to operate - whether this data plan is hidden behind BBM being included in the text plan or not. When going abroad this could cause some shock when either BBM does not work or the user comes back to sudden charges on their bill.

I think the issue may be what the actual question is...
As per the title of the thread, yes, data is a requirement to use BBM. Whether hidden of not.
As per the OP's actual post itself, there are some carriers that already offer or will offer BBM in a packaged text plan. Meaning no actual additional data plan is required.
I also do not see anywhere in the OP's post or profile a carrier, country, or any concern or desire to use BBM abroad.
I guess I could/would address that if it was actually mentioned in the post.

    Take care....

Yes, it is the same for all BlackBerry devices. You need either a BIS (for normal users a.k.a internet service) or a BES (enterprise server) to connect to RIM's network. With it you can use BBM, Email, Social apps, and so forth.
