Yes, it does.
The 9900 and its predecessors use BlackBerry Internet Service (BIS) to transport data - it needs a special plan to do so. Typically carriers don't charge any different for it than any other smartphone though.
This does beg the question however....why aren't you getting a Z10? Especially if you're in the UK!

Get a Z10! Is it a financial prob? or hate for full touch devices.
And you probably will end up saving on BIS or BES!
The OP wants the beauty and functionality of the 9900 --- so he should wait a little bit more for the Q10!
If its financial problems I'm sure everyone here can pitch in 10$ usd. If you hate the touch screens go for q10 my friend. Please do that for all of our sake
