RIM does. I don't have much of a better answer for you but I'm a BES Admin and I'm dying for RIM to allow Protect for BES users. Maybe they're waiting for mobility manager to release those features or something?
All I know is if you're on a BES, you don't get to use Protect. My best guess is that the control the user would have over the device (remote wipe, etc.) would somehow conflict with the control the BES admin has over the device. So yeah no clue.
