As stated, it's a notification from the Application Resource Monitor (ARM), telling you that a 3rd party app is consuming more resources than it should. If you tap that bar and scroll down, then tap that notification, ARM will open. You can then see which app is the offender, and you can decide how you wish to deal with it.

For example..if you use tapatalk...and you forget to BACK out of it...its still running...eating up your memory...you will then get this little icon. Like Elessar said...you need to click on the notification bar...then scroll down to the actual notification and click on it...that will clear it out...Usually it will give you the option to ignore this in the future or something like that...lol!
