My new 9900 when plugged in displays the lightning bolt for a few seconds then it displays a black plug, therefore the device is not charging, what can I do to fix this? Help me please
If you have a PlayBook use that charger cause the one that came with the Bold is junk. Also a battery pull as pointed out in prior posts usually fixes all.

i get that on my bold 9790 and it comes with OS 7.1 and the battery still charges so don't worry
I had this problem in the past. It would constantly be solved be doing a reset Alt + Shift + Delete and then it would work once or twice and then back to the same problem.
Finally I solved the problem by updating the OS to a newer version.

I agree, but then again that "beast" of a PB charger puts out 1,800mA which is more than double the 750mA the phone puts out... I say this only as a cautionary tale: Using the standard PB charger with the standard Bold battery will kill the battery over time, but it is not as bad as previously set-ups I have done with mismatched guidances. However, I remember with one of the smart card readers, using the PB charger killed the reader's internal battery within a matter of a few uses. Sadly, it had to be destroyed

Are you always topping it off above say 80%?
Considering it is a new battery, you may have to recalibrate the battery by draining it further down below 50%, then charge.
While the battery is not Ni-MH etc any more, and Li-ion or Li-Polymer does not have a memory effect, I always find it advisable to cycle it fairly deeply 2 or 3 times before start using it normally.
If you have a charging stand, and a habit of always charging it (topping off), then this might happen.
Are you using a BlackBerry brand charger? If you are using a generic charger, especially the usb port type, you may need a charge only cable. Most generic chargers are wired for Apple devices and do not have the right connections on the data lines for the phone to know it is a charge source.

The phone came with a mobi (brand ) charger not the original blackberry, the phone charges using the usb cable only, I've had rhe fone for a month now and it was charging fine until I had to reload the software about 2 weeks ago and now it has this problem

If, as you say, the problem occurred after you reloaded the OS, then for sure that's the cause.
Perhaps you had a duff load.
Load up 569 and see how you go.

If the charger is one that has a usb port in it and you use your usb cable to charge the BlackBerry, you will need a charge only cable. Starting with OS 7 devices, the phones need BlackBerry chargers or charge only cables, which have a connection across the data lines.
Edit:
Some of the chargers not made for Apple devices will also work, such as Nokia.
My Torch 9850 had the same issue. Usually a battery pull would fix it. When it didn't I would keep it plugged in and would notice that eventually the lightning bolt would come back on. For other reasons, I needed to do a clean wipe of my phone a couple times in a row, ultimately not re-installing all my apps. I found that the charging issue was resolved after omitting a certain APP. Once I updated my OS it didn't happen anymore either.
