Virtually all carriers (in Canada - Rogers, Telus, SaskTel, etc...) that have sold Bold 9790 offer OS 7.1 except for Wind. However, Wind has three devices (including the 9900) that do offer the 7.1.

Why would a carrier hold out so long for an update that has been rolled out everywhere, including on some of their own phones?

If i can ask more questions... If I were to upgrade to 7.1 from another carrier, I assume I would no longer have access to my Wind account (for uploading money) directly from my phone? Are there any complications (form upgrading in such a way)? Is there a recommended version of 7.1 I should use?

No you would still have carrier specific apps if you chose to use another carriers os for example i have a myaccount app on my phone that is specific to my carrier however my carriers os was only on my device for less than 24 hours....the day i got it.That app is still there along with my carriers boot/splash creen even though i dont use their os.

The Torch 9810 is stuck on 7.0 as well.

I might try the upgrade to 7.1 - its just a pain to have to jump through hoops to do it.

I'm also on WIND.

As long as you do the proper upgrade technique (removing the carrier file from the update), your phone will act the same. My WIND app still works just fine, and I've upgraded twice already.

I haven't had an issue with any of them: either of the last two would be fine.

Try the .746 version from Taiwan Mobile; that's what I'm running now.
