I bought an unlock code on eBay for a 9790 orinally on Rogers. It worked for the but when I tried to change my device on Bell's portal (some sort of BIS) it didn't let me do so. Any ideas?

Is it a used phone? Than the phone might still be signed on the bis of rogers ( the old carrier), they need to sign the bb from the bis network so that you can sign on to the bis of bell.
