At my work, I used to get full service with my phone, but as of last week I can't use data services anymore. Sometimes it will connect to BIS and sometimes it won't, but even if it does the data rarely works. Not sure what is causing this, could it simply be a service outage in this area?

Contact your mobile carrier. It sounds like something's going on at their end. Doesn't sound like a damaged phone to me, since you are intermittently able to connect to BIS.

Edit: it could also be the BIBS2 service book issue. The next time you have this problem, go into options>device>advanced system settings>service book and look for "BlackBerry Internet Browsing Service 2 (BrowserConfig)." Delete this entry and see if that fixes your problem.
