eBay 9780 from Hong Kong, Version SET per seller
In my search for an unlocked and unbranded 9780, I found one seller from Hong Kong (with thousands of good sales), who claims to be able to set up his new 9780s with the requested 3g bands.
I thought the 3g bands were set per hardwaare.

can 3g frequency be changed by software?
