Why does my 9700 keep rebooting every 20 seconds?

I have a 9700 running on OS 6. Last Friday, my battery died, when I went to charge it, it would bring up the red LED and the loading bar, the phone would be on for 20 seconds before just closing and doing it all over again.. Eventually, it worked, but yesterday, my battery died again, and I had the same problem, only this time, it didn't work.. Today, I reloaded the software and got it to work, before rebooting it to install apps (Twitter, Facebook, etc...) and it just won't open up.. What is causing it to reboot every 20 seconds on it's own and what do I do to fix it? I've done numerous battery pulls, and I've switched the battery. I can't successfully do a software update unless it stops rebooting.

You need to use a program called JL_CMDr to sort that **** out mate
