Default unlocked BB 9700 - unable to download apps

I have an unlocked Rogers BB9700 on a FIDO network. Once it has been set up - I am unable to download any apps from appworld or the google one of the browser but i am able to update the current apps that are already on the list.
When i attempt to download new apps it says "failure to download" and a week ago i was given a "910 error code". Any idea what it could be?
I did a security wipe on the phone before I restored it and downloaded the operating system as before, i was not able to set up email.

Sounds like there is an IT Policy set up on the phone and just a wipe and restore of the OS will not help.

does it matter that i'm on BIS not BES?
The weird thing is - the owner of the phone before me - was on BIS and had no problems with it - when he did the wipe and gave it to me - it started acting up.

Do you have the correct BlackBerry data plan aside from BIS?

Check in options-advanced-tcp

that the old rogers settings are not present.
