with DU and Etisalat you dont even need to do this......as soon as you open your mobile it sends you a message that you have successfully registered for the BlackBerry service

i assume that you cant read arabic right ?? (you can just forward the msg to me to read it for you , if you dont read arabic)
anyway , i think the service is now active
try to register in Host Routing table or as Matrix Leader said just restart you device

    once you registered you phone
just go to options , advanced options , TCP/IP
    activate the APN
and use jawalnet.com.sa as ur APN

first msg says that they received your request for activating BIS

second msg says that you don't have enough credit to activate the service

third msg says that your request to activate the service failed (due to insufficient credit)

    BIS fees is 99 SR
if you want to activate BES i will get you the code for it , but it will cost more
maybe 199 SR but not sure exactly

You could call your service provider and have them send the servicebooks. That's the first shot and try to get it working right.
