It would be helpful if you described what is happening, but here's what I'd recommend.
1) Try running a search for vendor.xml on your PC, including hidden files. Usual suspect in this situation.
2) If that comes up empty, uninstall all OS from the PC, delete any lingering folders in Program Files (x86)\Common Files\Research In Motion\Shared\Loader Files along with the entire folder Program Files (x86)\Common Files\Research In Motion\AppLoader. Use Ccleaner to remove any lingering registry entries. Reboot the PC, install the OS again, remove vendor.xml and try again.
