Do you have a Blackberry data plan (BIS)? If you do not, you cannot use push e-mail.

Generic data plans or data plans for other smartphones will not work. Only the BIS data plan will enable you to have the proper service books to enable push e-mail on your device.

Did you recently get this device used? If so, the PIN might still be tied to the previous owner's account. If that is the case, you will need to contact the seller and have him call his carrier to release the PIN.
