You will need to recover the phone:

I had this happen when I first got my phone, without any update, and all I had to do was pull the battery for about a minute and reinsert then voila, it was up and running after a long boot. In this case I'd assume you'll need do a recovery, but the long battery pull is the easier of attempts for the first troubleshooting.

Try pulling the battery for an hour and replacing it, if that doesn't solve it, download the latest device software offered by your carrier, and install it. Download BBSAK from here BlackBerry Swiss Army Knife, install it, connect your blackberry to your comuter's rear usb port, run BBSAK, hit enter at the prompt, click Load OS, select the OS from the dropdown menu, click Load OS. Wait for the apploader to connect to your device, then continue and proceed to reload the software on the device. If it fails to connect with the battery installed, remove the battery and reconnect your device without it while the red light is lit, proceed to load the OS.
