9700 can't find any networks..

I'm working on an unlocked, Rogers branded Bold 9700. Everything appears fine, but it can't find any networks (automatic nor manual scan). I've tried with a variety of SIMs and with no SIM. I've reinstalled the OS with the Desktop Manager and even tried a security wipe.

Is it a brick? Something else I can try?

I just discovered that it can't see any Wifi networks either. Is there some sort of radio reset I can try?

Since you're sure it won't detect any wifi networks and there is hotspots around you, I would try wifi diagnosis. Go to Manage connections > set up wifi > Wifi options. Menu > Wifi tools > Wifi diagnostic. You could also try site survey. If nothing is found, take the device into the carrier's store and get a warranty exchange.
