Tether to hotspot?

I am a user of a Blackberry Bold 9650. I tether for the internet and this is great for my laptop. I would like to create a hot spot so that my other devices can use the internet connectivity that I get from tethering. I have seen many ways to make a hot spot however I have been unable to create a hot spot with the internet connectivity from the internet that is obtained from my phone during the tether process. Can anyone help me with this please it would be greatly appreciated. My network is Alltel and I am not sure if that is of importance or not and my computer is running Windows XP.

get windows 7, it is built in

or get a BlackBerry that has os7, so when its available it can upgrade to OS7.1 with built in hot spot.
